Oversight without theater

Board oversight of AI fails in two directions: rubber-stamping, or blocking everything. Both come from the absence of a shared evidence standard.

A working board agenda defines risk appetite, requires a use-case inventory, sets human-review thresholds, and demands value reporting on the same cadence as any other capital program.
